Replacing a geyser in Cape Town is not an unregulated job. The City's Water By-law says that only a suitably qualified, accredited person may replace a fixed water heater, and a separate section puts a duty on the owner to notify the City when one is installed or changed. Neither line is well known, and neither is optional.
The notification protects you more than it protects the City. It puts on record that the installation was done by somebody entitled to do it, which is what an insurer is asking when it wants proof of a compliant geyser after a claim. A geyser that was swapped with no record is harder to defend if it fails.
The certificate is the other half. A compliant installation is signed off by the plumber who did it, and that document belongs in your files, not in theirs. A missing certificate at the end of a job turns up in reviews of plumbers in this part of Cape Town, and it is the complaint that costs the most later.
So the order on every installation here is fixed. The supply pressure is measured, the geyser and its valves are fitted, the installation is tested hot and cold, the City notification is done, and the certificate is handed over before the final invoice is closed. Not emailed next week. Handed over.
