When a Cape Town property is sold, the plumbing certificate covers the water installation and nothing else. A gas stove, hob, fireplace or gas geyser brings a second requirement. The Pressure Equipment Regulations, made under the Occupational Health and Safety Act, require a Certificate of Conformity for a gas installation when it is installed, when it is altered, and when the property changes ownership.
That certificate can only be issued by an installer registered with SAQCC Gas. Holding the qualification to sign a plumbing certificate does not, by itself, entitle anybody to sign a gas one. On a sale that can mean two certificates, and sometimes two different people, before the transfer can go through.
The certificate also belongs to the installation, not to the appliance. It covers where the cylinders stand, the regulator, the pipework, the isolating valves, the ventilation and the appliance connections, all against SANS 10087-1. Swap a hob for a bigger one, add a gas geyser or move the cylinders, and the installation has been altered, so the old certificate no longer describes what is there.
That last point catches people out. An installation that was certified when it went in, and then changed along the way, can fail on a sale for reasons nobody in the house remembers. Checking it early gives time to correct anything before the transfer is waiting on it.
Selling a house with gas in it? Book the gas inspection at the same time as the plumbing one. The transfer waits for both, and finding a problem a week before registration is the expensive way to learn that.
Gas is the one part of a house where a shortcut can hurt someone. The standard is not negotiable.
